AUSTIN – Texas Rangers arrested 68-year-old Larry Allen West on April 13, 2023, in connection with the murder of 18-year-old Carol Joyce Deleon, a 42-year-old cold case. West was apprehended at his San Antonio residence after advanced DNA testing linked him to the case under the state’s Sexual Assault Kit Initiative (SAKI) program, funded by the Department of Justice/Bureau of Justice Assistance (DOJ/BJA).
