There are 69 school districts with 100 miles of Schleicher County ISD that qualify as being property-rich or recapture districts, 55 of them have issued at least one series of general obligation bonds. The practice allows the districts to keep more of their tax revenue while at the same time paying for buildings and other capital improvement projects. The approach has become known as “Spend it Here or Sent it to Austin.”
